US Veteran Thomas Kemper and his pup, Oswald Cobblepot, the Associate, have made a them for themselves in Old Town through busking. Cobblepot is Kemper’s singing duo, and the two love to perform. Kemper is a client of Nation’s Finest who is seeking permanent housing.
